Another vote for Moving Pictures. It's magnificent all the way through, from the first note of Tom Sawyer to the last note of Vital Signs.

If anybody finds Vital Signs to be weak, I suggest you turn it up! It could be an anthem to almost anything awesome :)

Presto. It consistently sucks. At least S&A has the pretty good Far Cry on it and the instrumentals don't suck.

Most consistent doesn't necessarily mean best! I think the difference between the best and worst stuff on Power Windows is the smallest, with all of the cuts being roughly the same (great) quality. All their other albums have very distinct highs and lows.
