I figured it's being repeated because it sounds like it has more impact. In sports, I felt like I slept for about 10 years (aka I stopped following) then when I started to become interested again the repeated phrase was "skills set". Every A-list player, benchwarmer, newscaster, and whatnot seemed to be using it anytime I read or watched anything on any sport
