We're going a little off topic, so I'll comment on the original topic: it's been 30 years, I don't think he's expected to know every song they've played live by heart. It's pretty much the exact opposite sentiment to the line as it is sung! It could have been sung "If you choose not to decide you can't have made a choice" without messing up the rhythm.
