The media disagrees with you. However, I'll agree that Rush isn't always metal, or that most Rush isn't metal. But they clearly started as a metal band and have been referred to that way.

Either Hemispheres or PeW. If you think the inclusion of Different Strings keeps an album from being metal, it would be Hemispheres. I don't, so I'm going PeW. That's the time the progressive influence started to fall away, and the synth era hadn't started in earnest yet.

In my opinion, the debut album is the most metal. 2112 has soft moments and also has art rock tendencies. Vapor Trails would probably be my second choice.
