The painting was created during a time when women's rights and equality were being fiercely debated, and the portrayal of Liberty as a powerful and heroic figure with exposed breasts challenged the patriarchal norms of the time.

 

The pirate Ann Bonny and others sometimes displayed their breasts in combat for the same reason, a power statement. So sometimes it happened for real.

La Liberté (a feminine noun), is frequently depicted in Revolutionary French history as a goddess figure as well as a maternal representative of the people.  Back then, many artists like Eugène Delacroix weren't afraid to depict nudity, especially if it was done in symbolic ways.       

 

Although French society/government was quite patriarchal, many women were influential in the intellectual community.  Olympe de Gouges published the Declaration of the Rights of Woman and of the Female Citizen, which received much attention, so much that she was sent to the guillotine.

Not to mention bare breasts would provide a distraction that would maybe provide a moment of advantage for the charging people.
