Long exposure waterfall shots are best taken on cloudy days or if there's a lot of tree cover. When you have to set a slow shutter speed, it leaves the shutter open longer, letting in more light. Even shooting on a DSLR at an aperture of f/22, bright sunlight is your enemy. Too much light gets through.
