I'll be the contrarian. Both are fantastic, but to me only one of them has the greatest song Petty ever penned: The Waiting.

Hard Promises is my all time favorite of the MCA era but I'm not even close to mad if DTP eliminates it. Both great in their own right.

"The Waiting" and "A Woman in Love" are among my favorites, but I think Torpedos is a stronger album.
