Peart had mentioned before that it wasn't set in a dystopia per se, but that didn't make sense to me until I heard Neil say that the watchmaker was genuinely making sure that nobody lacked anything (in the form of the Pedlar). Neil seems warmhearted in the interview as well, which I think may be due to the fact that he is being recognized for the hard work he put into making perhaps the greatest album of the decade.
