It's not blurred, per se. It's a photoshop technique to make it look like an oil painting. John(?) at Cygnus does that with a lot of the album art as headings for the pages. It's cool that he got that somewhere if it's ligit. Go here (Cygnus website, CA page) and scroll down. He did the same thing with the previous image that was released. I also thought that the two hands was inspired by Michelangelo's Sistine Chapel painting, it was honestly the first thing I thought when I saw it.
