But after 20+ years of writing, reviewing, submitting proposals and investigating sham proposals for legal and contract issues this one is walking, talking and looking like a crooked duck. Just a naive attempt I'm pretty sure the guy was sincere, but didn't know how to present a convincing campaign. I know he learned a lot from this experience.
