You can do it in one of two ways... you can either click on the "quote" button at the bottom of the persons post you want to quote... that way everything he/she says will be automatically quoted. Or you can do it manually by clicking the "quote" button above the reply screen. If you do it this way, make sure you click quote again (it will show the symbol in my first paragraph) in order to close the quotes. Hope that helps!
