I know this was from Hit Parader magazine because the print quality of the pics in that mag at the time was often crappy like this. I remember there were some so bad that they looked like they were supposed to be 3D pics with the colors all misaligned. Like anyone cares. Lerxst looks pretty cute in this one too. Not to mention, I have the drawings I used as a guideline (I also found the tracing paper I used to transfer the entire thing onto the sheet!), as well as original pic, taped to my bedroom wall...
