The Rachel Dawes character will be back. As of now, the rumors have Emily Blunt and Maggie Gyllenhaal as the front runners for the roll.

 

As for Harvey Dent the following actors are all rumored to be in the running: Aaron Eckhart, Jamie Foxx, Ed Norton, Josh Lucas and Ryan Phillippe.

 

The Penguin WILL NOT be in the movie.

 

Two-Face will be in the third movie.
