It wasn't a good business decision but they didn't care. I'd be shocked if Clockwork Angels was NOT their last studio album I would have to agree, considering they will be pushing 65 years of age, when the next release would be due

Moving Pictures was literal, but there was a lot of subtlety in that cover, too. The fan-made covers we've seen so far have been overly literal and lacking subtlety... and they've all had an overabundance of drop shadows. The best album covers ever made were done by Roger Dean.
