I just don't get Tommy at all. Of course, for me, it doesn't really matter what the lyrical content is. If the music doesn't grab my attention, I don't even notice the lyrics.

 

The few times I tried to listen to Tommy, I had the same reaction that I had to The Final Cut. It made absolutely no impression on me, because the music just wasn't there.

 

I think The Who does best with individual songs, not concept albums. Tommy is forgettable, and I've never even listened to Quadrophenia. But Who's Next is one of the best rock albums of all time! I love it!

Oh, another good rock opera: Brave, by Marillion.

 

No, wait. That's the best rock opera. Even if it does have "Paper Lies" strapped onto it.

 

Quadrophenia brings up second place pretty handily over either of these, though. Although the first half of The Wall in particular is rather excellent.
