In the united states, comic book content is authorized by the Comics Code Authority. That little tiny seal found on most covers. In the early seventies, the US government decided it had the rightto regulate content in comic books and passed legislation banning werewolves, killer aliens from mars, and other horrific content. This is how comic books became nothing but guys in tights doing corny things. A few comics back in the day were published without approval of the code, and since those times the code has been lossened up.

 

Not sure what country the Rush comic was published in, but that's the situation in the US. It wouldn't suprise me if Canada had a similar and even more intrusive law.
