They're about to retire. There are three empty chairs on a beach. Seagulls are often found near beaches. The chairs represent their well-earned retirement.

 

The dalmatian is running behind the chairs The dalmatian represents their career. (Their career has been a bit spotty.) The dog is running because the whole thing seems to have gone by so fast.

 

There's a man with a metal detector on the beach. He has a weird beard. He is "searching for metal" - perhaps a reference to the fact that people have tried to characterize Rush's music as "metal." Or, he is searching for buried treasure. The fans hope there will be buried treasure in a vault, released to the public. They want "Hemispheres live" and "Signals live" for example.

It's simply taken from Hugh's R40 painting, which is set on a beach.

There are Seagulls recorded on "No~One At The Bridge", and "Natural Science". They deserve the recognition for their efforts, as do the English House Sparrows from the original and ESL versions of "Xanadu"; of which the birds are not yet identified whom now grace the intro of the now 2015 R~40 version of said song... :D

There are Seagulls recorded on "No~One At The Bridge", and "Natural Science". They deserve the recognition for their efforts, as do the English House Sparrows from the original and ESL versions of "Xanadu"; of which the birds are not yet identified whom now grace the intro of the now 2015 R~40 version of said song... :D

 

There could be a gull strike, ala The Trees.

One of the R40 pins also has the seagull on it. (There's also one with a crown and 1977--are they suggesting this tour is A Farewell to Kings?)
