So that some shows would be unique. I know a lot of people express this sentiment but I don't really think you gain that much. The overwhelming majority of the audience is only going to one show (especially now with high ticket prices combined with a bad economy) so they're (obviously) only going to see one show's worth of songs anyway. Songs played the next night might as well be played the next tour. Considering they play for almost 3 hours I think they feel like they're giving everybody everything as it is. Think of it this way, if they were like almost every other older touring band they'd be playing closer to 90 minutes total. So it's like we're getting a full 90 minute show and almost another 90 minutes of alternates every night. It's just not worth the extra rehearsal, logistical, and production costs to switch out a few songs night by night for the tiny percentage of fans who will see them more than once. Even if you see them more than once there's no guarantee you won't get the same set twice. That happened to me on the VT tour. I saw set A in Houston, missed set B in San Antonio, and then saw set A again in Dallas. So all you get is a sense of frustration that you missed some songs that weren't played during your night or else the feeling that you have to pay for another full show just to see a couple different songs. The only reason I can see them doing this is if they feel like it keeps them fresher. Sometimes they switch out songs between legs when they know they'll be revisiting areas so that basically accomplishes what you want anyway. I hope they tour next year, and if they do, I expect them to pay major tribute to one of my favorite Rush albums of all time, Signals (being it's 30th anniversary and all), but I agree that they will probably take a break next year and resume the harried lifestyle fo the road in 2013, which is fine, because my son will be 5, and old enough to really enjoy and remember the show. There was also talk of them playing the entire "Snakes & Arrows" album on that tour , so I`m sure that`s something they certainly will consider.
