Not the compulsion, just acting on it. The thought loop is virtually impossible to end, similar to severe depression. But, if an offender follows the restrictions of their parole to the letter, meaning no contact or even proximity to those they would target, they can reduce the likelihood repeat offending. But, it's always there...
