Well this may not be a popular comment, but I just re-listened to every Rush album in the last 2 weeks, and would have to say I enjoyed Power Windows the least. Not sure why, but just didn't do it for me like it used to.... So Grace Under Pressure gets the vote.

Power Windows was the first album that Rush made with fewer great songs than mediocre ones.

Grace Under Pressure is the strongest album in the synth era in my opinion, all the rest are pretty dull and mediocre to me.

Power  Windows easily.

Grace Under Pressure is overall a depressing album.

Power Windows is overall a very cheerful album.

I enjoy both albums, but I have always liked "Grace Under Pressure" more. Probably their best album during the "keyboard/electronic" phase of their career, IMO.
