Taking a look at the venues rules might be a good idea. Some do and some do allow cameras :)

Usually that latter. But sometimes no point and shoots either. Definitely don't want to use a flash either way.

It's ultimately up to the venue, so best to read up on their site, especially if they have a page dedicated to the event (Rush).

 

So far, it seems like as long as the camera fits in your pocket and doesn't have changeable lenses, it's fine. And as Bard said, flash off at all times.
