Without a doubt, way out in front, is the sublime David Gilmour of Pink Floyd. He plays guitar with a lyricism that is, in my opinion, unsurpassed and has such feel that he can say more with half a dozen notes than a lot of others can say with a 1000

For me, Marty Friedman.

His heavy stuff is outstanding but his mellow, new age stuff is blinding.

 

He is also one of a few players who can shred with soul.

 

Like..

 

Jason Becker, Joe Satriani, Steve Vai.

Amen, my brother. THAT'S why Dave is the best of all time. I read a quote from him in an article once, and he said something like, "I try to make the guitar sing." And that's exactly what he accomplishes, IMO.
